The Department for Child Protection has reviewed the way in which we distribute exceptional resource funding to give clarity about how funding should be allocated, and to ensure it is provided in a fair and consistent manner.

Exceptional Resource Funding (ERF) aims to ensure children and young people in care have the same opportunities and standards of living as other children, and are supported to reach their full potential.

The Department for Child Protection has reviewed the way in which it distributes ERF to give clarity about how funding should be allocated, and to ensure it is provided in a fair and consistent manner.

A key finding of the review was that ERF was being used in instances where other funding sources were available through local, state and federal government programs.

The department’s new process aims to address this issue and to ensure equity in the system for all children and young people.

  • In limited circumstances, the department can provide additional funding up to $20,000 to support children and young people in care.
  • ERF will be allocated on a case-by-case basis, considering the specific needs of the child or young person.
  • ERF is only available when all other funding sources have been explored.
  • Types of expenses that may be covered include:
    • buying or leasing a car
    • modifying a car where it is essential
    • rental expenses or home modifications where they are reasonable and essential.
  • ERF is not available for temporary placements or young people over 18 years old.
  • Funding for children and young people under long-term guardianship is negotiated under a separate process rather than ERF.
